The Life Initiative (TLI) is a Massachusetts-based investment fund established in 1999 under Chapter 259 of the Massachusetts Acts of 1998 and initially capitalized at $100 million for a 25-year period by life insurance companies. TLI provides a range of financing products, including predevelopment, acquisition, construction, bridge, and working capital loans, for affordable and mixed-income housing, small businesses, and job creation.
TLI has supported NOAH acquisitions with flexible loan terms of 3 to 7 years, loan-to-value ratios of up to 90%, and quarterly interest payments. TLI does not impose rent or income restrictions on assisted properties. Over its first 25 years, TLI invested over $700 million, supporting 19,000 housing units, 2,048 childcare spots, and 11,253 jobs. Participating life insurance companies subsequently extended the fund for an additional 10 years.
