The Income-Eligible Multi-Family Retrofit Program (IEMF, formerly known as LIMF) is a no-cost or incentivized energy efficiency program sponsored by Mass Save®, a collaborative of Massachusetts’ electric and natural gas utilities and energy efficiency service providers including Berkshire Gas, Cape Light Compact, Eversource, Liberty, National Grid, and Unitil.

The program serves to benefit residents and owners of affordable multi-family housing by providing no-cost or incentivized energy efficiency improvements through a comprehensive approach to common areas and resident units. The program is open to all types of ownership entities, including non-profits, for-profits and public housing authorities; eligible sites are those with buildings having five or more units where at least 50% of the units are occupied by households at or below 60% of Area Median Income. Clients must additionally be customers of an investor-owned utility for electricity or natural gas.

IEMF is jointly administered by Mass Save Program Administrators (PAs) and the Low-Income Energy Affordability Network (LEAN), a collaborative of of 24 community action agencies and other community-based organizations working together to provide state, federal and utility-funded fuel assistance and energy efficiency programs founded in 1998 pursuant to state legislation.

State law requires a minimum percentage of gas and electric program budgets be utilized for the low-income sector, covering single-family and multifamily buildings. Mass Saves programs, including IEMF, are funded in part by an energy efficiency surcharge and are regulated by the Massachusetts Department of Public Utilities.
