Strategies for preserving NOAH look different across cities due to many factors, including:

Rental housing stock

Development patterns

To inform the development of policies for preserving NOAH, The Institute for Housing Studies at DePaul University and The Preservation Compact identified six rental clusters across the 50 largest metropolitan areas in the United States with similar renter concentration, renter demographics, rental housing stock, and development patterns.

The interplay of these dynamics creates a key affordability challenge in each market type and thus suggests which policy tools will be most effective there.

As this is a national model, the results are best understood at a national-scale. At the MSA-level, the clusters may not capture the unique local rental market context.
